Revenue declined $76,787 with a $28,000 loss in cash fares and almost $13,000 less from charters.
Expenditures increased by $26,000.
The subsidy for special needs transport was $51,000 after a $201,000 grant from senior government.
Ridership on the special needs service declined to 8,102 from 10,315 in 2018.
